County Chair
- Typical time commitment: minimum 10 hours/week, often 20+ hours/week
- Mandatory meeting participation: at least 75% of all KCDCC monthly meetings (1-3 hours); minimum of 3 LD or KCYD meetings per year (1-3 hours); monthly KCD Officers meeting (1-2 hours); Organization of County and District Chairs meetings (3x/year, travel necessary); meet with Committee Chairs (as needed).
- Busiest time of year: all year
- Duties:
- Recruiting, training and supporting the volunteers needed to operate KCDCC, particularly officers and committee chairs, and filling in gaps when they arise.
- Calling, issuing the proposed agenda, and chairing all monthly and special meetings of the KCDCC. If the County Chair is unable to attend or chair a KCDCC meeting for any reason, the inability shall be communicated as far in advance as practicable.
- Appointing PCOs pursuant to Section 4.2 of the Bylaws.
- Implementing the policies of the KCDCC, including the code of conduct.
- Calling and issuing the proposed agenda and rules for all Legislative District Organization reorganization meetings.
- Appointing a Parliamentarian, Sergeant-at-Arms, and other individuals as necessary for the efficient and fair conduct of meetings.
- If the KCDCC hires paid staff for a term of employment longer than 30 days, creating and chairing a Human Resources Committee consisting of at least five members.
- Serving as the KCDCC’s sole authorized spokesperson. Documentation shall only be published or provided outside of the organization upon approval of the County Chair or their designee, or upon a majority vote of the Executive Board.
- Representing the KCDCC to the Organization of County and District Chairs.
- Ensuring that all financial and legal obligations of the KCDCC are duly planned for and met in a timely manner.
- Collaborating with the Vice Chair for Fundraising to meet the annual fundraising goals. The Chair is responsible for making fundraising calls to institutional and other large donors, ideally 4-8 hours of call time per month.
- Planning and running an annual officers retreat to work on planning, team building and cross-team coordination.
- Recruiting Democratic candidates, particularly in odd year local elections, to run for every level of office (special purpose districts, conservation district, school board, port, city council)
- Plan, staff and execute biennial reorganization meeting of all King County PCOs at the end of each term.
- Planning and chairing of Legislative Appointment processes for Legislative Districts wholly encompassed in King County.
- Performing any other duties assigned by vote of the PCOs or the Executive Board.

First Vice Chair

Vice Chair for Communication
- Typical time commitment: 8-10 hours/month
- Mandatory meeting participation: at least 75% of all KCDCC monthly and special meetings; minimum of 3 LD or KCYD meetings per year; monthly KCD Officers meeting; annual KCD Officers retreat.
- Busiest time of year: all year
- Duties:
- Chairing the Communications Committee, including creation of an annual plan and measures of success for the committee.
- Responsible for responding to inbound email messages, sending out regular email newsletter and elections emails, managing social media accounts, press releases and other communication channels all in coordination with Chair.
- Recruit, train and support volunteers needed to conduct all of the communications activities of KCDCC, fill in gaps as they arise.
- Performing any other duties assigned by vote of the PCOs or the Executive Board.

Vice Chair for Outreach
- Typical time commitment: 8-10 hours/month

- Busiest time of year: even throughout year, slightly heavier during election season
- Duties:
- Chairing the Outreach Committee, including creation of an annual plan and measures of success for the committee.
- Developing and maintaining a list of priority outreach organizations and key contact information.
- Building relationships with local organizations and representing King County Democrats at their events and sharing their perspectives and priorities with King County Democrats.
- Communicating democratic engagement opportunities, particularly around running for local offices.
- Coordinating joint election activities as appropriate.
- Performing any other duties assigned by vote of the PCOs or the Executive Board.

Vice Chair for Fundraising
- Typical time commitment: 10-20 hours/month, more ahead of annual fundraiser
- Mandatory meeting participation: at least 75% of all KCDCC monthly and special meetings; minimum of 3 LD or KCYD meetings per year; monthly KCD Officers meeting; annual KCD Officers retreat.
- Busiest time of year: ahead of annual fundraiser, target in Feb/March
- Duties
- Chairing the Fundraising Committee, including creation of an annual plan and measures of success for the committee.

- Plan and execute an annual fundraising event.
- Develop and maintain donor lists.
- Plan and participate in 8-10 hours of donor call time per month.
- Create a digital fundraising strategy, primarily email.
- If relevant and budgeted for, research, interview, select and manage a fundraising professional.

Secretary
- Typical time commitment: 10 hours/month
- Mandatory meeting participation: at least 75% of all KCDCC meetings; minimum of 3 LD or KCYD meetings per year; monthly KCD Officers meeting; monthly KCDCC meetings; participation in non-KCDCC meetings which KCD chairs such as LD reorg.
- Busiest time of year: consistent work year round, most intense period is during reorg (December of presidential election years + the following January)
- Duties:
- Preparing the minutes and maintaining attendance records for all meetings of the KCDCC, the Executive Board, officer meetings and county conventions. Drafts of minutes and attendance records will be made available to all KCDCC members no later than two weeks after the meeting in question.
- Maintaining all non-financial records of the KCDCC in a format designated by the Executive Board, including all standing rules and resolutions adopted by the KCDCC or the Executive Board.
- Serving as a member of the Party Infrastructure Committee.

Treasurer
- Typical time commitment: 6-10 hours/month
- Mandatory meeting participation: at least 75% of all KCDCC monthly and special meetings; minimum of 3 LD or KCYD meetings per year; monthly KCD Officers meeting; annual KCD Officers retreat; all Budget and Finance Committee meetings.
- Busiest time of year: February (budget), election (June/July, Sept/Oct)
- Duties:
- Ensure accurate and timely filing of all reports required by the Washington State Public Disclosure Commission or other legal authorities.
- Ensure maintenance of all financial records, including a record of all assets and properties.
- Gather necessary documentation for all expenditures.
- Supervise the disbursement of funds in accordance with the KCDCC’s budget.
- Preparation of the annual budget.
- Serving as a member of the Budget and Finance Committee; chairing as needed to review incoming financial requests and determine feasibility and recommendation.
- Providing, at each meeting of the KCDCC and the Executive Board, a written financial report showing the KCDCC’s fundraising to date for the calendar year and KCDCC’s expenditures to date relative to the budget.

State Committee Member
- Typical time commitment: 6-10 hours/month; also 3 or 4 weekend-long State party meetings per year.
- Mandatory meeting participation: at least 75% of all KCDCC monthly and special meetings; minimum of 3 LD or KCYD meetings per year; monthly KCD Officers meeting; annual KCD Officers retreat; 3 State Committee meetings per year.
- Busiest time of year: State Committee Meeting weekends (typically Jan/Feb, May and Sept).
- Duties:
- Representing the KCDCC and acting as the KCDCC’s liaison to the Washington State Democratic Central Committee (WSDCC).
- Before State Committee meetings, gathering input and guidance on significant upcoming State Party business from officers and members of the KCDCC.
- After State Committee meetings, providing summaries of the business conducted, the outcomes, and likely topics for the following meeting.
- Convening and organizing State Committee Members in King County LDs to identify priorities and approach.
- Serve on a Committee within the State Committee.
